Unless you're losing by alot and being actively spawn killed every time your team spawns, you really shouldn't quit out.

I don't really think that quitting is a tactic or a good thing to do just because you're losing.

I don't quit unless I have to go somewhere IRL, the rest of my team quits and I don't have a chance, or if I'm hurting my team severely and I'm not having fun.

No point in quitting because it will still count as a loss even if you are not there. There is no point and it being a 'Tactic' is the most absurd thing I have ever heard in my life.

Now that is sort of a different story I still wouldn't though I mean is it that hard to wait? Also I think its unfair to your teammates if they're still there.

Well some people do it after they get a killing spree or something and a lot of kills, then they quit so their KD spread is guaranteed to go up, cause obviously they do not have to wrry about deaths.

I can get people quitting after getting spawn killed, or if they are raging etc. I don't approve, but I get it.

However, I'm not sure how you could consider quitting a tactic. I mean, unless you were in some crazy improbable situation, like it is 49-46 (you loosing), and you manage to lure every single one of the enemies into a room and quit before they can kill you and win, and then a team-mate rockets them or something for the win. Get something like that on video and I'll revise my opinion.

Regardless of whether or not you have quotations around tactic you still are classifying quitting a game as a tactic.

It is also sometimes used for emphasis, in lieu of italics, to indicate that it is not being used in a normal manner (such as calling something a tactic that doesn't have any tactical gain game-wise, but perhaps is some strategy for personal gain). Although there is debate about the appropriateness of said use, it is still recognized that people use it as such.
