I disagree with alot of your points Wildkyle. I'll list them in order...
Basic shooting:
2: Unless it's Blood Gulch, don't conserve ammo, when sniping you're usually going to be in a camping position and have plenty. You're probably going to get more kills per ammo with 2X bodyshots than aiming for the head.
3,4: Due to the extra ammo (again not on blood gulch) ALWAYS shoot shots in pairs - unless I'm very lucky and get a headshot on the first and even then I usually loose off the second round instinctively. DO blast all 4 shots off, and then if still in danger switch to your alternate weapon, or get to cover.
Tactical Sniping
1:Hard to do with the giant contrail of smoke giving away your position.
3,4: Very good points to always strafe and to strafe different distances, but also strafe in diagonals, forward or backward briefely. All of these things mean you move differently, so it's harder to hit you.
5: Shadows are fine, but: NO! Never crouch when exposed. ONLY crouch when there's cover between you and the opponent. Crouching induces 3shotkills much too much.
8: If you stop for long enough to classify what weapon they're holding, you've taken too long over the sniper shot. Blast him, man!
9: This is a VERY important point. Especially on Ice Fields. Stand still for a second and BAM right in the back with melee.
Overall, I would say use the sniper rifle like a pistol, and fire off shots accordingly, at long, medium and short range. One to two hits will kill, and if even one hits, a further pistol hit (or two) will take them down.
EDIT: One VERY great tip I can say is if the target is running in a straight line, strafe the same direction he's going in, and if the first shot hits, the second will too. Great for pistol work, but also works with sniper. It helps when sniping vehicles as well, though not as much.
