You unlock armor in Waypoint by achievements and you can play firefight all the way to inheritor.

Ohai, I'm Loscocco (pronounced Loss-cocoa). I'm a college student (computer science major), 3D animator, and long-time Halo player.

Well, you could unlock all of the Halo 3 armor insanely quickly when compared to Reach's armor, but either way, neither of them took skill.
