You know, he really hasn't. At least not in principle. There are certain practical issues (just look how -blam!- long it takes you guys to change avatar), but I don't think he's ever had anything against users, in moderation, being able to customise their appearance as much as they please. The problems come in in performance and management terms.
He actually has said no to custom avatars. "By design" looks like a principled justification. Which I can understand on his end. It looks like Bungie in general just doesn't want to deal with them. Whether or not that justification resonates with you, me, or the community at large isn't really much of an issue. Its Bungie's site, so blah blah reiteration.

Though, like I said, I think at the very least some limited customization would only be a good thing. Perhaps not for everyone, or even everyone who has a "higher" title. More opportunities for contribution would be a nice start. Theme Masters are not really applicable since the layout is probably going to change soon. Perhaps they will be again. Bungie could sponsor some contests which could be rewarded with custom avatars. I think most people would rather have a Bungie themed shirt, but perhaps there can be a variety of different contests with appropriate rewards cascading in "value". Similar to how Bungie handed out Recon during Halo 3.

I like where this is going. I think handing them out for contest winners is a fantastic idea. But if they would rather the bungie themed shirt you can give them that option.
