What should brute ships be like (Apperance, weapons, speed, etc) based on their current weapons and vehicles? this is as if brutes developed their own empire, and weren't a part of the covenant

If it weren't for he Covenant I don't think they would have anything to be honest. I don't know about the Prowler but they only have the Brute Chopper because it was nicked from the humans.
Originally the Engineers were to give the humans the Chopper as a crop cutter sort of vehicle but the Brutes nicked it before they could actually do anything and modified it to what we know and use in Halo 3.

However we do know what the Brute ships look like in Halo 3 when they're in the Covenant. You can see that they're different from the ones the Elites fly when the Elites and the humans go through the portal to the Ark.

"Brute ships, staggered line. Ship Master, they outnumber us three-to-one."

Really? It's been a while since I playe the Halo 3 campaign. I could've sworn that the Elite ships didn't have the spike attachments on the front. Only the Ship Masters one did I thought.

When we joined The Covenant we took a oath; according to our station all without exception. On the blood of our fathers on the blood of our sons we swore to uphold that oath even to our dying breath.

Brutes had achieved space flight prior to joining The Covenant but ended up destroying each other and sending themselves back into a primitive era. The Elites also achieved space flight before they joined The Covenant but gave up most science to focus on protecting the Prophets and furthering The Covenant.

Yeh the brutes are mentioned in the books as having been a space faring species but fought against each other andlost their technological advancements, their joining of the covenant if anything was just because they felt it allowed them to just back up to being an advanced species however when the covenant colapsed they most likely fell appart as well posing no major threat to humanity.

Elites culture only advanced into space fairing because of the covenant, they joined after a war with the prophets as they refused to use forunner technology as they saw them as holry relics that shouldnt be used. They joined after the prophets attacked them with their advanced forunner technology and the elites were forced to use the forunner dreadnaught on their homeworld to defend themselves. This resulted in them realising they had done what the prophets were doing and so joind the covenant and the dreadnaught became the structure centre of high charity.
