My proposal would be to have 25 (or less) squares per page. In each square, the author would be able to describe his group in 60 characters or less. The name of the group would be above the description in bigger letters. Clicking the square would bring users to that group's homepage.
It would look similar to this. Kind of like the Halo 3 File Shares I guess.
Not saying that would be bad, but it would be a waste of time in my opinion. The web team would have to create that system exclusively for the Classifieds, and I'd argue it's not a good use of labor time. You can still see post titles in the Classifieds. I don't think variable-length descriptions would help me find things easier.
I think the best plan of attack is to make groups easier to find. If you have a group about puppies, PM spamming or Classifieds posts won't make people join the group, because even if people like puppies (who doesn't?) they may not like them enough to join a group about them. An full front-page advertisement wouldn't change this. But if people who really really love puppies want to be able to find a group about puppies, it would be nice for them to be able to easily find that! Hylebos had a good idea in this regard:

I think that you should be able to tag your groups like you can tag your Reach media, and people looking for a group for, say, Minecraft could search for it and find all the groups on Bnet that are somewhat relevant to Minecraft.
Obviously only group admins would be able to tag the group, but anyone would be able to upvote individual tags.
I also agree with Foman's assertion that word of mouth is the best way to get people in a group. With the exception of one of the groups I created, there is no way to magically get hundreds of people into your group without trying. I'd approve of changes like group tags, but in the meantime I'd suggest a more personal approach. Get to know people first, then talk groups. It's much harder to decline a group invite when it's from a friend.
