Subject: can't load custom game

My friend's Halo game does not allow him to use edited custom maps. All the default maps are fine, he can play them in forge or custom game. But once a map has been edited even in the slightest, he can't load it. It just says "user content not permitted" or something. He's reset all his privacy settings, but that doesn't seem to be the problem. Does anyone know how to fix this? He has the downloaded version of the game, so maybe he just needs the disc, but I don't want him to have to spend the money if not necessary. I've read that it might also be a problem with his xbox's memory. Any advice anyone can give would be most appreciated. (I don't know if it's related, but he also can't talk to anyone on Xbox live if their not his friends).

He has parental settings on his account. Remove them.

Winner of the 2012 Lurker of the Year award.

I'm watching you.

Are you sure that it's not the privacy settings on his console? That's what's usually the case when it doesn't allow you to use custom content.
