I personally think Bungie should implement this into gameplay for both. It makes the game more challenging and much more realistic. For example, in a multiplayer level like Blood Gulch, it could rain, so people and vehicles leave tracks in the mud. In a level like Lockout, it could change from nothing to a ferocious snowstorm, limiting visibility. This will affect gameplay and make things more interesting.

I'd like to hear other people, because one person's idea is too biased.

I think it would be hilarious if a sniper was camping up high somewhere when suddenly clouds roll in and a random lightning bolt despite impossible odds hits him. It would add depth to the game, especially if stuff like the aforementioned scenario above would happen.

Make it so you can change the weather of a multiplayer map in the options. Having it rain in Quagulation would be cool, along with snowing in the Terminal.

it would be cool to have weather like playing snipers in a sandstorm it would tricky but fun
