Damn it... read this.

Ok... Now I have posted this article about 5 times now, and I think you should read it. It contains real quotes from Microsoft and Bungie employees looking retrospectively at the release of Halo 2 and the franchises impact on the Xbox's success. It answers many questions and gives some clues as to why Halo 2 was a "disapointment" when it came to the single player game.
However, if you are too lazy to read it I will sum up the parts that I think are important in this thread, It says that Halo 1 was a launch title and that is why it came out in Nov (the 15 btw). Ok simple enough for Halo: CE, but Halo 2 was scheduled for 2003 (unbelievable I know, but thats what Microsoft originally asked for... so that bungie had time for a 360 launch game) but it ended up being pushed to march 2004, In the company since no release date was given to the public for a while. Halo 2 didn't come out in March because it wasn't ready... it was pushed to november at the last minute and supposedly 3 levels were cut off of the end (hence the bad ending) because microsoft wanted Halo 3. Believe it or not after Halo 2 came out in Nov of 2004 Microsoft was still pushing for a 360 launch title. In a nutshell Halo games come out as soon as they can, and not in November because of any sort of preference. It was just a coincidence.
Note: the article is from a book, some of the quotes are real and most of the facts it uses can be traced to reliable sources, but some of the conclusions it draws are the speculation of the author...
