There were no tests done by the Covenant. Everything was done by the Forerunner, the aliens that built the Halos. They're a race that even the Covenant don't know much about. At least from what we've been told.

The flood might of all died, when halo EXPLODED! And they easily could of gotten on the fighter the master chief took off the pillar of atumn. Like come on there were flood all around and none got on? Yah right. There are more halo's tho, even if that's there real name. The more you have, the more you study, right? And what was the intension of the flood, and halo. It made no sense at first to make halo solley for flood, for food, or something like that. Like really y?

They could contain some, but if they landed in a city just think of all the people that could be infected. It would just be too much to handle.

I think that Sergeant Johnson is carrying the disease but it just doesn't effect him as said in the books. But I think that he can still spread it through body fluids(If you know what I mean).
Personally I hate the flood and hope that they don't come back in the sequel because they piss me off!

OK this is what I think.

So the Forrunners, it was never said they were "dead" and where else would they be, why would they abandon halo. I think it is beacuse the flood infected the forrunners as the forrunners were going back to their homeworld. Maybe after 1,000s of years the forrunner floods come back onto a halo/covenant homeworld/covenant ship/earth/etc. and we fight them. In othe words we might see the forrunners!
