I don't understand what you're taking issue with. Everything we have heard thus far is only good news, and there are a lot more changes than what that article lists. Also, come on, LolIGN. IGN is one of the worst reviewers ever, and there are problems just in this simple article. The Covenant never had a truce with humanity. The Elites, and a rebelling faction led by Half-Jaw and the Arbiter, at that, were the only ones who partnered up with the UNSC. The Covenant can't be completely gone. And it's not like the surviving loyalist factions would just give up after blindly following the Prophets for so long.
I'm honestly impressed that 343 managed to come up with a legitimate, and, I must add, rather clever solution to the ridiculous premise that red Spartans fight blue Spartans.
Weapon customization and armor customization adds depth that Halo's multiplayer has been lacking. It can't continue to be the same game for three more titles. It has to change; it has to evolve. As long as 343's idea of "customization" isn't pretty floral print patterns on your rifle, it's hard to go wrong with weapon customization.
Instantaneous respawn in Team Slayer is a little weird, yeah, and power weapons on a random respawn timer is a terrible idea, but that's not such a big deal compared to all the good ideas.
We've needed to sprint from the beginning. Has no one ever questioned why a super soldier can't freaking sprint? Yes, sprint introduces some bad elements (like sword + sprint combo and double pummeling), but it's elementary and necessary. We can't float along on air, which is what Spartans evidently do according to game logic.
The Spartan Ops is an interesting idea, even if it is just totally Spec Ops from CoD given a Halo-themed coat of paint. (But hey, that was one of the things I actually liked about CoD.)
Hologram is utterly useless, so I hope they make it actually interesting. Camo doesn't do much currently, but it has the potential to be neat. And Jetpack was honestly the only armor ability I actually loved aside from Evade. (Although, Jetpack-AR combo is really stupid, but whatever.)
Cortana needs a fresh look. After all, she changes every game. Can you complain if she's more detailed and has a better haircut? I know I can't.
Exploring the Chief's character is a good idea, although I think he was honestly fleshed out enough, even considering he was faceless in the games. His dialogue and actions spoke for him, as did his care for Cortana and the Marines. But if 343 wants to really put him under the microscope, I'm totally fine with that.
The BR is returning, which is probably the best thing they've told us. I'm fine with the DMR coming back. It'll be interesting to see how the two coexist. New weapons are always cool, and I can't wait to see what new vehicles they come up with.
A new, smarter, deadlier enemy is obviously nothing but a good idea. I've fought Covies for five games. Give me something new and fun to fight. They can still stick around, but they should not be the main threat. And even if it turns out the Covies you fight were the ones that formed an alliance with you, there's nothing wrong with that on the face of things. It's not as if alliances can't be broken. As long as they justify it if it is the case, there's no problem.
I am hearing nothing but good news. That doesn't mean there's no way 343 can still screw up, but at this point, given what I know, I'm not sure how they can go wrong now. But, I guess I shouldn't be too trusting. After all, look what happened with BioWare and Mass Effect 3's ending.
Right now, the bad is outweighing the good, which isn't going to make H4 a success. Half of the stuff you listed, nobody cares about. It's 90% about competitive multiplayer, and it sounds like H4 isn't gonna cut it.
