...In Halo 2, say Tartarus etc had managed to kill him and recover the Arbiter's Armour, would the armour go to another Elite if they were still sided with the Covenant? Or would it be destroyed and a new set of Arbiter Armour would be made for Brutes? Just wondering as I was on Halopedia reading stuff as I haven't played Halo 2 yet. The Elites had already gone rogue at this point I think, so I was curious as Brutes were highest ranking.

The brutes were indeed smiled upon by the prophets, so I would guess it would go to a brute.

The position of Arbiter has always been that of a Sangheili. If Tartarus did kill Thel 'Vadam, I think the armour would've

a) Gone to a new Sangheili when an Arbiter was needed, if the Elites were still part of the Covenant or,

b)Been destroyed/kept for religous purposes if the Sangheili left the Covenant.

If situation b) occured, I doubt any of the Jiralhanae would've been interested in becoming an Arbiter, or gaining a similiar position with a different name. The Brutes do believe in the Great Journey, but as their common name suggests, they're brutal, they don't care for honor or the redemption/gaining of it that came with the position of Arbiter.
I imagine the whole idea of an Arbiter would be replaced with something similiar, but tailored more to the Brutes way of thinking, i.e. a position of raw power. I'd think this position within the Jiralhanae would be of similiar ranking to the Chieftain of the Brutes but be more spiritual and religious than Chieftain. The Chieftain would lead where as the Arbiter replacement role would advise.
That's my thinking at least.

The Arbiter armor is a mark of shame in the covenant after one of the other arbiter's went against the prophets and tried killing them or something like that.

Yes, but it also symbolises regaining lost honor through death. The Arbiters were sent on suicide missions so they could attempt to regain any honor lost by accomplishing feats that almost certainly guaranteed their deaths.
