Well if you have played co-op or multiplayer on Halo 2 once you should of already noticed that when Spartans/Elites put a weapon away, it dissapears and the weapon they have changed to appears out of nowhere, same with grenades..They should fix this by atleast having the second weapon attatched to their back.Or more realisticly having a holster, but the problem with that is you cant have holsters for every gun including the covenent weapons. and they should definantly have a pouch or something for the grenades, so when he goes to throw a grenade, you should see him pull it out of a pouch or something like that. When you throw a grenade you should be able to hold it so it explodes faster and if you look down when you go to pull a grenade out you should be able to see the Spartan/Elite get it out of the pouch. If you put the gun away you should be able to see him reach over his back and put it away not he just does the same thing but instead the gun just appears on his back, even when you are in first person view and he has a rifle you should see him put it above his head and over onto his back into some sought of holster.

The Frozen Minority - The most infamous clan borne from the Seventh Column.

Well things like this come with improved graphics. In Halo 1 and 2 and any game on the xbox, having the weapon visible (especially in FPS's where the guns are highly detailed) would cause slowdown or performance issues I think.

As detail on the models and skins increase we will see things like holsters appearing in game. Eg: BF2.

But the Xbox 360 would be able to handle the detail of the weapons on the characters wouldn't it?

I'm not sure, it is a possibility for sure but I am no expert (hell, I'm not even an amatuer) at programming so such predictions would be foolish to make or believe.
