I like making groups and leading them. I prefer them to be small and close-knit though so that everyone knows everybody and we're in constant communication.

I feel like with large groups, people are distanced and it becomes difficult to communicate with members personally.

I'd rather have 20 members who actively post than 500 members who dont

At the height of my group we had about 240 members. Id say there were something like 60 posting, but only a handful of regulars. Still really enjoyable though.

One of my private groups was the main reason i've stayed on Bnet for so long. Unfortunately, a recent move offsite for them has led to a bit of inactivity on my behalf, but now ive found another couple of Private Groups that i can see great potential in...
Sorta like a cycle :)

The less the site as a whole gets activity, the less groups will see activity as well.

Maintaining groups is and was much easier when Bungie wasn't 'dark'. I don't see the point of investing in groups until Bungie releases their next game or until Halo 4 comes out.
