The beta is super awesome. RogueAssassin27 is now the person who got my Totodile's nickname. Hoo-hah! Relevant.inb4lock

I'm not quite sure, are they required by law and regulations to look out for them? I don't get the jivy with that.

I'm sure a handful of users are under the age of 13. What happens to those anyways?

By the looks of the Eligibility portion of the Terms of Use, they are just avoiding a crazy legal event. They're basically saying that you have to take responsibility, and that they aren't here to babysit us, &c.

Bungie is a video game studio, their job is to make video games. I bet there's other people involved who rate the games and allow certain ages to play the game.

They tell you to say that your are 13 to (I assume) alleviate themselves of liability if someone under 13 goes on their site and sees something they shouldn't. I don't think they care enough to ban someone for being under the age of 13 though.

They didn't say that users under the age of thirteen can't use their services; they pleaded for them not to. They didn't say that they'll ban them; but that users have to take responsibility. To quote them:
You hereby represent that you are fully able and competent to enter into the terms, conditions, obligations, representations and warranties set forth in these Terms of Service. [&c...]

To be honest, I think they would be more than happy to have people under 13 be their fans, and what not. However, I think the age regulation is just a safety measure to cover themselves from any ridicule. A self regulation of sorts.

I was a finalist :P

It's really difficult to control the influx of new members; and - due to anonymity - you can't stop people from joining because you are skeptical about what age they are. The warning in the Terms of Use is just there as a coverage to state that they warned you about the age restriction, hence you are responsible for any problems you experience because you are under said age group, and that Bungie cannot be held liable under any circumstance.

Bungie collects data for their beta survey. In America, it's illegal to collect certain information about people under 13. So they have to ask to make sure.

I am human, I am good and bad as well. But I try my hardest to stay good. And some of the things I do and say may be bad. Or just not too good, but I do try.

So with that said I don't fault you. I mean your only human, good or bad.

I'm sure it has to do with legality's and all that complicated stuff...I know I was thirteen when I joined four years ago And I kept with it I knew what was expected and I took my risks yet here I am Staying on the forums.

COPPA sets a load of extremely stringent requirements surrounding the provision of services to under-13s in the US, and allows the use of hefty fines for any violations. As far as most websites are concerned, considering how monetarily worthless under 13s are, it's effectively a ban on under 13s on the web. Many do take it seriously, but in this kind of environment it barely matters. They won't take your personal data for the beta survey, but they probably aren't going to hound you off the forums for being 12.

I can't imagine why they would care. Upon joining this website, we take it upon ourselves to behave. The employees are not here to babysit us. If we break the rules, that is our own fault. We are responsible for our own actions.

In my experience with websites COPPA is a gigantic hassle that is much, much more trouble than it's worth. It's easiest just to not deal with under-13s officially. I don't think they would actually care or are concerned. Profile info allows you to list personal info so if you're under 13 that'd have to go without a bunch of ridiculous BS unless there's new regulations.
