Being from the UK I can understand the OP's frustration. I rarely pull host and I've played against Japs(immortal on their host), Mexicans and Australians(so much lag), Americans(a little bit harder to kill), European countries(seem to gain a ridiculous advantage).
Reach's netcode system is terrible. Trying to play on a foreign host is so unfair. The amount of shots some players eat is unreal. They should have used dedicated servers (I know it's not LAN but it's FAR better). There would be minimal connection issues(unless it's on your end) and a lot less of a connection advantage. The hit detection would be a lot better as well. Even though Reach has Hitscan it seems to make -blam!- all difference.
It pisses me off when I out DMR someone, drop their shields and then they eat 4 headshots and kill me. It is quite rare yes, but when it happens it's -blam!- annoying and so stupid. It's also annoying getting a bloodshot on someone with the sniper when they have low/no shield. Also sniping someone in the head and it either registering only to drop their shields or do no damage at all.
Halo 4 better have an insanely good networking system or use dedicated servers otherwise it's just going to be another game of whoever has host will be fine while everyone else (apart from anyone who's in the same country as the host) suffers.
