i used to have this problem all the time in halo 3. a few times in reach.
sometime the game gets f---ed up and acts as if you didnt have any dlc. what i did to fix it was either restart my xbox or restart reach. if you did both those and they didn't work i suggest re-downloading the dlc. but first id head over to your memory on the dash board (guide button > system settings > storage > select device you saved > go into reach and if the dlc has a yellow triangle with a ! in it then something wrong happened, just delete it and re-download) it might not have downloaded though, so while your in there check if it even has.
and if there is no yellow triangle with a ! then i might still delete it and re-download it just to see if that would work.(you wont be charged again)
