I would put the following (see, I'm not a 100% Reach hater):
True Flyable Seraph - The one in Reach is a glitch because it's so absurd to obtain the big one. Besides, you don't even have to hit one with a plasma pistol overcharge. A few will get downed over time.
The true flyable Seraph would be one that is already full sized, slowed down a little, allows you to access the homing fuel rods, and would not be affected by invisible/death barriers. The FoV would be greatly increased. To get it, all you have to do is assassinate 7 Ultra Elites in one checkpoint and it will appear in the previous area (like in the mods) with a checkpoint when you get near it.
No Shield Bleedthrough Collapse - No shield bleedthrough. Also, meleeing shielded Jackals will skip their shields and hit their flesh. Shooting Ultra Grunts in the helmet counts as a headshot. Shooting Hunters in the back with the pistol is a 1 hit kill. In exchange, enemies will lose their powerful melees (damage), near perfect tracking (how fast they can turn), and slow turning melee but will have a bigger melee range so you can't just sidestep their melees.

Killable Noble Team - Launch Noble Team members out of the level and melee them away from the normal combat zone. Eventually, their shields will stop recharging and they can be killed.
Invincible troopers - Kill Noble Team. Reference to killing Keyes on CE PoA. All troopers that are spawned in-game will be invincible and enemies but they can forgive you over time. They also gain the ability to wield Target Locators.
Grunt Exercises - Kill all the Grunts on the Scarabs. Grunts that are dropped off by drop pods will be jumping in place and will not fire upon you. Reference to CE PoA 3 jumping Grunts.
God Grunt - Kill all Grunts and Elites in an area except 1. That last Grunt will become invincible and will be able to pick up any dropped weapon it walks over (up to 4) and switch between them.

The scarab gun was not an easter egg it was a glitch. The scarab gun is deep within the scarab model and bungie needed a place to hide it in the map. They figured no one could up there because of the soft ceiling blocking banshees from the tunnel.Nope.
Hiding the Scarab gun on newmombasa and thinking "heh, it'll be forever before they find this!" and then having players get up there within a week by pushing Banshee through the BSP transition from the bridge. Damn. Never underestimate the player.
