The problem with concepts such as bloom is that they add an insane amount of inconsistency to the game and the determining factor that puts your skills to the test is luck itself. Players should be fighting other players; they shouldn't be fighting the game's mechanics. When inconsistency and luck affects players, it makes them feel cheated and it isn't fair to punish players that are better at aiming. Although, from what I have heard, the DMR bloom only affects it at considerably long range because it resets INCREDIBLY quickly; that's not too bad because cross-mapping weapons isn't very balanced.
A definitive problem with H4 is that they're trying to let players customize their abilities and weapons too much. IMO, a good competitive game is symmetric on all levels; players are treated 100% the same and the only way to gain advantages is to earn them in the match (via gaining map control, grabbing weapons before the enemy, equipment, etc...). Halo Reach and H4 completely screw with that ideology by letting players start with a huge array of abilities that cancel each other out, giving players the option to choose abilities that will save their lives. This turns the game into rocks paper scissors because it is all about hoping that your ability will cancel out the enemy's ability and save your life/condemn the enemy rather than having the players rely on their skill alone to save themselves.

The bloom on the DMR was said not to be too bad in halo 4 as far as Killa KC confirms. Magnum bloom is bad though. ANd while i agree with your sentiments on bloom, i dont find it to be overly hugfe of a problem. While it gets annoying at long range, so long as shots ar paced its fine. The real problem is random spread. This is a sever inconsitancy in any weapons (IE Halo 3 BR.)
I agree. I dont agree very well with the idea of customizable loadouts, especially when the utility weapon must be unlocked before it is usable. This leaves everyone at a severe disadvantage.
While there could be counterbalances to the weapons unlocked, i would doubt that bloom will be to bad on the DMR to really cause much of a problem, leaving it much better than the AR.
I agree that the armor abilites could be a problem, but remember the arnmor abilites confirmed. None of them (Save for jetpack) offers anyone a huge advantage over the other, so they are mostly just used for say, distractions. None of these abilities will save your life.
