There were 2 factions of Elites once The Arbiter joined Humanity to wipe out Truth, correct? Some followed the Arbiter and some wanted to wipe out Humanity still, Right?

No. The Elites would have wiped out Humanity had they the chance, they just had to take down Truth first. The collapse of their society and a lack of fleets prevented then from glassing Earth afterwards though. Those who follow the Arbiter don't do so because of his views on Humans.

Well, sort of. Some radical Elites still believe in these Forerunner "gods" and would wipe out the humans now as they are weak and recovering. Humans(ONI) want to do the same and ignite a civil war to weaken the Elites. The tensions are still there. 30 years of war does that. The Arbiter just wants peace with humans, not necessarily work together, but just an agreement to stay out of each others' way. They just worked together out of desperation to wipe out a bigger threat. "The enemy of my enemy is my friend" ordeal.

Of course, ONI likes to be ONI and is opportunistic during the situation which causes things to hit the fan eventually.

The ones who follow the Arbiter do so for primarily two reasons: One is his religious beliefs in representing those who want to reject the Covenant faith, and the Forerunners as gods in general. The second one is his priorities in trying to rebuild Sanghelios, and ceasing all these wars right now until they have achieved that. The Elites who follow the Arbiter don't share his opinion on Humans, though the only ones who we see who associate with the Arbiter equally hate Humanity deep down as well, so the Arbiter might not have much favour with the Sangheili people for long.

The other "faction" wants to impose some pre-Covenant religion, and they are opposed to the Arbiter over that. There is also a third sort of mindset that solely wishes to wipe out Humanity now, rather than wait till later like the rest. They oppose the Arbiter over that.

Another bit: The NOVA bomb forced the Elites to work with the humans. Had they had their super-OP fleet, they would've just knocked out humans anyway.
