The Arbiter should be in Halo 3 as a playable character.
"I found that I was quite bored during the Arbiter's missions"
I agree. Some of his missions were bland. Only the first few, so you blanket his entire campaign as boring. Here's a shocker; some of the master chief's missions were just as boring as the Arbiter's. But, of course, his were the 2nd half, and since he has already been crowned a God to some people, it is easy to ignore that, no? And, of course, it is purely your opinion; I have mine, and I try to be unabiased in my analysis. But they both weigh the same.
"The Arbiter's story can easily be told from a non-playable character perspective."
Yes. His can. So can the Chief's. Actually, the Chief's doesn't need any explanation; he is a soldier. Everything interesting in his story is only because of what is happening around him. But if I only wanted to see storyline, I'd watch a movie. The Arbiter's story at least has some bite to it; a soldier who is humiliated, betrayed, and downgraded during a time of incredible strife of his people, but he still keeps his dignity. The Master Chief is a rutheless soldier who speaks little and does what he is told. Hmmm...
"The Arbiter's cloaking makes everything a breeze."
Play on something else than easy; his cloaking runs out faster on higher levels. It makes it useful to move from cover to cover, but hardly gets you past the entire mission. And if you wanted to fight, then why are you cloaking again? It's like eating a bucket of ice cream and then complaining about how it should've been lowfat; you chose that path. Now accept the consequences. Plus, how in any way does that argument hold enough value to remove the Arbiter?
