Personally I am torn. Bloom has it's good points to me, and some bad. For the good it helps limit the already impressive range of the DMR to a more reasonable amount. I agree with those who say that a bloom-less DMR would be a bit overpowering. As it is on larger maps the bloom makes it so that you can try to avoid getting 5-shotted from across the map, and giving you a chance to recover. This helps keep (To me) the DMR in it's class of mid-range, and out of the longer ranges where the sniper rifle can hold it's place. On the other hand the DMR's bloom makes long-range engagements slow unless you regulate your fire quite a bit, which although easy is also annoyingly long in most cases where people go into cover. As a balancing issue then yes, the DMR should have bloom to try to keep that balance of mid-range. Framed in your question then no, as the DMR without bloom adds accuracy to the weapon instead of luck (Sometimes).
