Here's a great idea...
I would blend Halo and Starcraft.
You would basically be able to switch back and forth between a top down view - where you command all the units (as cortana) and a first person view controlling any of the units in battle, not just masterchief. you would be able to jump into the view of a marine that you just ordered to capture and drive a helicopter, jetpak, jetski with mounted rifle, hovercraft or a gun boat for example or jump into a marine that's currently controlling a gun turret.
You could play the whole game as either a kickass fps or as a kickass rts if that's what you would prefer. But by switching back and forth, you can give yourself a strategic advantage, order squads of troops to various choke points or to capture various vehicle factories etc. As cortana, you can switch vehicle factories that are currently producing jetpaks and sniper rifles to train more troops and produce gun boats though each of those takes much longer to produce. She would determine where on the map these newly produced units are dropped onto.
The AI would be advanced enough to take control of Master Chief when you are commanding the troops as cortona or take control of Cortana as you are playing as Master Chief. Players playing as Master chief won't even notice cortona's influence on the battle except when new objectives to capture new buildings pop up. Thus you could play the whole game as an FPS like Halo 1 and 2, remaining oblivious to what's going on in the rest of the battlefield.
Heck on live, each character could be an individual player in this rts type mode. How sweet would that be.
Now that Lotr: Battle for Middle Earth II on the Xbox 360 proves that rts games can control just as well if not better than their pc counterparts, there's no reason not to do this.

I would also blend it with Timesplitters 3 for the bazillions of game customization options, bots and gameplay modes that series offers while retaining the vehicles and great controls of the halo series. Bots especially are a MUST for Halo 3, even if just rudimentary bots for unranked games only
I would also add an option to live so that you can make your own custom game in live with the exact map and weapons you want and post it so anyone could find and join the gametype, not just the 50 people on your friends list. That way, you can actually find a decent number of players for custom games that you created too.
I really hope that bungie stops limiting us strictly to predefined playlists. Predefined lists are fun esp for rankings. But it would be nice to have an option to play custom games to and actually be able to get other people to join than being limited to the 50 on your friends list (since most of the 50 aren't online the same time as you anyways). At the very least, the number of friends you can have on live should be upped to 500 or so so you can always find lots of people to join your unranked custom gametypes on your friendlist
I would also blend in Oblivion for huge jungle environments with ambient life and weather effects. All with levels and rubble as detailed as Call of Duty 2. Ooh, and bring back the pistol.
Perhaps blend in a little starfox for the flight segments too. The human aircraft could be akin to the Harrier type jet capable of vertical take off and landing. It would be be a lot easier to control than it's alien counterpart. And the air battles would be bigger and with more allied aircraft helping you out. So it would feel a lot like Starfox at times (when you are beating back the covenant air armade etc).
