Elites weren't our allies at the start of this three-decade long war, and they are not our allies after events of Delta Halo.
Arbiter just got help from Johnson to stop the Halo from firing. All I could gather from that move is that Elites aren't our enemies any more.
They couldn't care less what happens to humans whilst they come and kill the Prophets and Brutes that betrayed them.
And to be specific, Truth most likely shuts down any communications between Elite fleet near High Charity and near Earth. Propaganda to tell that Arbiter lead the rebellion against Great Journey, thus making him the back-stabber.
Elites near Earth will still fight against Humans until the moment when Arbiter convinces them to leave Humans alone and turn their guns against Brutes. I doubt that they get that moment because Brutes are more than aware of situation and in mere moments notice they will hack down Elites.
He's not talking about the current war. He's talking about before the Halo's firing, Forerunners (humans), Prophets, and Elites, and maybe more species, were in a Covenant.
The Elites and humans were most likely closer, and the Prophets were just in it for the power..and held grudges...
You know how we rememberhow to use Forerunner tech? Well..maybe the Prophets' being scared of the humans stayed with them in one way or another, and they're only realizing it now.
Prophets, being the power hungry douche bags they are, retained a memory..of the humans' power..and the fact that they were jealous of them. Maybe this is why the Prophets try to set of the Halos, even though they know what will happen.
