That doesn't mean the DMR needs to overpower the AR all the time.

The whole DMR and BR take skill to use is a misnomer, it's only stated by the general Halo community because to them, anything that's not automatic and can get headshots take skill. Which is not true at all.
Is takes more skill to consistently get 4-shot/5-shot kills than it does to hold RT to shoot.
Obviously any smart player would burst the RT button when needed, but more comes into play with precision weapons than does with automatics.
Takes more skill=/=compete dominance.
The DMR/BR/Magnum should only do better than an AR in the AR's niche if the person wielding the DMR/BR/Magnum has enough skill. Otherwise, the AR should be more inclined to win in its short-mid range niche.
That doesn't make any sense, and there is flaw here in the comment.
The skill doesn't, in any game circumvent the balance set by the game.
The DMR/BR/Magnum shouldn't have a Skill+1 effect, because being able to being a skilled DMR player versus a skilled Assault Rifle player, you shouldn't be gifted a victory because a of an image that semi-automatic takes more skill.
Halo has a sandbox, and a utility weapon in a sandbox is the same trying to get everyone to buy your MP3, Camera, Laptop, Recorder, TV, eReader, Wrist-Watch, Alarm Clock, Calendar, GPS, Feature Phones and handheld gaming console.
Or they could choose your iPhone.
Which one will dominate the sales chart?
Does the iPhone beat the beat the camera quality of a high end Sony camera?
Does it boost better controls and graphics than a PlayStation Vita?
Does it beat viewing Netflix on your 1080P, 80" Wifi and 3D enabled TV back at home?
No it doesn't.
The utility weapons only canabilize the entire game, the same way how the iPhone would canabalize your MP3 sales.
They're anti-variety and reduce the game back to the underwhelming gimmick-fest that was Halo 2/3.
utility weapons are the only "over-powered" weapons in any Halo game, ever since Halo 2, thats what the community had been raised on.
As much as gamers will dislike it, if a Halo game has no utility weapon, the Halo "competitive" gamers will be lost without that beacon.
Halo CE proves what you've said wrong. Only the Needler was useless and "gimmicky." And the Magnum was the utility, even if it wasn't designed to be such.
