To everyone who says a pelican would be unbalanced:
A pelican is a bird, and bird's naturally most competent balance comes during flight. But in halo, the balance could come from the lack of flight. The pelican should exist, and be fully pilotable, and during flight it would be pretty unstoppable, but it's during the intermissions in which the pelican would have to land and turn asround, etc. that would balance the pelican out. If the pelican was slow at turning and could only fire from behind, as well as a moderately extensive landing procedure, it would be easier to blow the thing out of the sky, so here's how the pelican would REALLY work.
1. Game starts, people board pelican
2. Pelican arrives to opposite base in 30 seconds - 1 minute
3. Defending team fire several rockets at Pelican
4. Pelican attempts to steer out of the way
5. Attacking team attempts to run off the back of Pelican and survive
6. Pelican is destroyed and about three people get off and away from the explosion. one guy or two are crushed by the shrapnel.
7. the remaining men engage in a firefight, and the chances are the majority defending team would win, allowing them to attack their base instead.
