Well, you can judge them on the differences.
Spartan II's were trained as if they were grown men from the age of 6/7 or so.
The others probably only got their first combat training around 18 years old (the rare S3's not counting).
S2's saw more action before they reached their 18th birthday than most S4 candidates probably saw in their entire career.
However you put it, the fact still remains S2's are FAR more experienced than any other soldier out there.
To put it in the words of the CE boxart:
Bred for combat, build for war.
That does not apply to any non-native Spartan candidate.
So no matter how good they are as regular soldiers, and no matter how greatly those traits have been boosted by the MJOLNIR armor and the bio upgrades...they still lack that past that only the S2's have.
Apart from that, like I said before: I feel the inclusion of S4's is shoe horned in (even with the concept of Infinity being great) and that Halo doesn't need another set of Spartans.
The canon has so many open ends to Spartans like:
Halo Wars' Red Team, Jun, the other Headhunter packs, Grey Team, Black Team, other privately conscribed S3's like Noble Team/Headhunters are and other surviving S3's of Gamma Company for instance. Even Jorge, rehabilitated S2 washouts, or the possibility of some "prototypes" coming out of the cancelled Spartan 2 Class 2 program.
And the fact that S4's are a mix or Regular Joe's really doesn't help to sell their concept to me in any way. They're now set up as "weaker" than S2's from the get go, and to show they're cool as well they will probably get all sorts of forced "cool" actions attached to them.
Point being: I'd rather seen 343i bring back missing Spartans and use them to become a "new generation of Spartans".
