The art (should) always improve from 1 game to the next generation of it simply because of technological advancements and design techniques.

That said, it does not mean that the game itself will be 'good' or better than it's predecessors.
Must I remind you of Reach. Really? (Such a let down)

I recall the cinematics for ODST. So awesome with banshees flying around, a brute with a grav hammer, real life action,...
The game was nowhere near what I expected from those cinematics.

Yeah, cinematics seem to be much more easier to do than gameplay. Remember that massive tease on TotS? LNoS?

Looks like that's become Bungie's strong point. As for AI and balancing, not so much.
