Bungie's next universe may just be on the horizon. A new job got posted for marketing, which could possibly mean that their new game/universe is coming to a more finished stage (since there thinking a bit more about marketing now, which usually is one of the last things that goes into a game)

He isn't say it is almost done. I think he means that since they are hiring more people to possibly market and advertise the game, they could be getting closer to a point of releasing info to the public.

There's no way that they're almost done with the game.
Most of those positions are filled, and they are simply looking for more people to get work done at a faster pace.

Even if they didn't have all those people, I'm sure they have some staff on loan from Activision. Not to mention that they have been working on this game since before Reach came out.

Bungie, Inc. employs quite a few people. It's not like they have zero marketing people and decided they should probably pick one up now that the game's almost done.

Conversely, just because they have a lot of other positions open doesn't mean they can't finish the game. It would be pretty funny if they were just all hanging out in the office doing nothing because they can't do more work until they hire a Gameplay Programmer.
