Honestly, why?
Manual overheat venting could have just been present in the older model of PR, or simply a selectable option.
I see no damn reason to have added this into canon.
I see no damn reason why the brute plasma rifle needed to exist. Why make the distinction with the color and quicker fire rate with the weapon? Why even give the lowly brute a plasma rifle, I mean I can understand the prophet of truth giving them these weapons, but why the color distinction and the change in fire rate (which is not necessarily canon but the color is likely to make the transition in book canon, not sure if it has or has not)?
There are a lot of things in halo that really seems to have no purpose (ex. Brute PR, halo 2's spectre and halo 3's prowler, the halo 2 covenant transport land vehicle), or at least no purpose in the game canon, but that's because the game doesn't go in depth for that specific weapon. Just like it didn't go in depth for the reason why the DMR is the primary ranged rifle, considering the BR at least had a prototype out and available (Contact Harvest). Saying why is it there at all and basing it off game mechanics is not really a good approach to the actual canon of that weapon.
Maybe it was a steadier fire weapon? It isn't held solely with one hand like the plasma rifle. Perhaps it's built to help steadiness because of the increase in fire rate adds to the recoil and has a sufficient effect on elites firing that weapon (the difference between a pistol and a rifle). Now this is speculation but the possibility for depth and reason for this weapon can be plausible.
If we want we can address why even add all the other weapons to the halo universe, they are there essentially to expand the halo universe. Halo Reach had this kind of "prototype" feel. You flew in a secret orbital fighter, you carried the DMR (never seen before), the earlier version of the MA5B, the pistol was an earlier version. To say these aren't really necessary can be true, but simultaneously they give us the weapons that were used by noble team and the marines and army soldiers around them. The Plasma Repeater is no exception to this, and it gives us an idea that there were different weapons used by the covenant. That before Halo CE there were weapons that were used and potentially discontinued, or just not prevalent with the forces that we fought against.

Seal, we get it, you don't like Reach.
Constantly and constantly you come to this forum and with almost any thread somewhat related with reach you come out with a one liner reply that is somewhat topical to the thread, but is ultimately just a restatement of your dislike for reach.
You are not adding to the conversation, you are not posting material that is on topic, and it's starting to become borderline spamming. If it's a forum that asks for your opinion on Halo Reach, go for it because that's the place to express it, but it's unnecessary in this thread. All you are doing is inciting a reason for someone who likes reach to respond, and giving you a reason to debate them, and I'm frankly tired of it.
