It would depend on which part of the site you're referring to. If you look at the forums though, I don't think they are - well, not as much as they could be IMO, but that's most likely due to old technology.
Points that sway my opinion:
- The "text contains invalid characters" message is vague and unhelpful.
- Lack of local date and time formatting.
- Search bar doesn't work very well.
- Finding interesting content is difficult.
- Lack of queryable, filterable, and sortable metadata.
- Heavy Javascript reliance, noticeable on mobile devices.
- General lack of communication/interactivity between the site and the user.
- Reliance on user performing tasks rather than the site doing it for them.
- Lack of display options and customisability.
- Topics seem to have their focus set on the first few posts or the last few, completely missing the mountains of content between those two points.

I agree, but while I'm rarely the first to defend the current forums, I will say that we, as a community, fixed a lot of those things.
The customization movement started in things like the mod stalker - adding desired features to the forums on our own. I created Coup to "fix" some of the aesthetics of the website, and also give myself a little personal flair for fun. After scripting took off, more and more problems were fixed or improved upon by the community in amazing ways. Which is pretty awesome.
Not to undermine the original point, because the website is certainly far from perfect and it annoys me when people say it is. But the user-driven movement to make the forums better is definitely a cool thing to see.
