It is to do with the religious belief that the world was made in 7 days and it may be a joke stating "We will dominate the world in 7 days"

7 seems to be the most action oriented of the single integers. It sort of looks like its kicking something. Like a sweet roundhouse or drop kick. Unlike whimpy old 4, which is doing literally nothing.

There are a copious number of references to seven in Christian theology. Because of the possible allegorical interpretation of the Halo trilogy, it would not be a far stretch to say that Bungie chose the number seven because of the theological ramifications.

Seven, the fourth prime number, is not only a Mersenne prime (since 23 1 = 7) but also a double Mersenne prime since the exponent, 3, is itself a Mersenne prime. It is also a Newman-Shanks-Williams prime, a Woodall prime, a factorial prime, a lucky prime, a happy number (happy prime), a safe prime (the only Mersenne safe prime) and the fourth Heegner number.

Typically, 7 is the number that represents perfection. I suppose you can figure out why Bungie decided to use it from there, despite spiraling downwards with some recent releases.
