Based on campaigns.

I have been reading alot about this on Halo Wiki and apparantely the isurrectionists were allied with the covenant at one point. Dd they stay allies or did the covenant betray them?

True. The Prophets hated humans because we were a threat to their power.

However the rest of Covenant still followed like sheep.

The rebels wanted to be accepted by the Covenant, but the Covenant only used them to spread marked weapons and pin point more human controlled worlds in order to glass them, The covenant never had the intention to ally with humans.

I highly doubt the rebels wanted to be part of the covenant.

Lolno.

Innies were always extremely under-equipped, by 2552 they were still using MA2-MA3 rifles if I recall correctly. Their main weapon was the confetti maker, a light machine gun that was extremely outdated by that time.

They weren't allied with the Covenant, they were allied with a small group of Kig-Yar(Jackels) that secretly planned on betraying them.

No the Insurrectionists were never allies of the Covenant. However if you read The Cole Protocol you will see that the rebels did try to strike agreements with them. It didn't work.
