The problem with that is that Anime is distinctive in every sense of the word. The characters are designed with deep personalities and internal conflicts. Chief, unfortunately, has these, but none of them would make the crossover to anime very well. Loyalty to his team, and mission, comprise a good majority of his life, no romance, and no angst seem to reside in him.
If I were going to give any advice, I'd say make the story about the war effort, with the Chief in the background. ONI, secrets of Halo, and Dr. Halsey, would all allow for a good deal of creative license, and character development. The Halo Universe is much more fascinating and endearing when you look at the full scope of it.
--I'd hate to say it, but once Ilovebees is over, the story there could tie in nicely too.
