Faced with several different models of televisions from various manufacturers, the contrast ratio is one of the most important factors to consider in making your decision. A contrast ratio is defined as the difference between the lightest color and the darkest color the television is capable of producing. Basically, higher contrast ratios should yield more vibrant whites and deeper blacks. However, there are several important factors to consider when comparing contrast ratios: whether the contrast ratio is static or dynamic, and what effect your room will have on the visible contrast ratio.
A static contrast ratio is the contrast ratio at a given point in time. Imagine pausing a movie and establishing the contrast ratio at that particular frame. Plasma televisions usually have vastly superior static contrast ratios to LCD flat panels. A dynamic contrast ratio is the overall contrast ratio the television can produce over time. Most LCD manufacturers now advertise dynamic rather than static contrast ratios, which often surpass Plasma TV's static ratios.
Static and dynamic comparisons each have their pros and cons. A high dynamic contrast ratio is preferable for prolonged scenes that take place in dark settings or black and white movies in general. A static contrast ratio offers superior performance when there are sudden transitions from a well lit atmosphere to a darker one, and vise versa.

Well, what exactly are you doing that you need this increase in performance? You need to be more specific than just "an increase in performance"

I'm not doing it god dammit! I'm just asking where would there be a noticeable difference with different speed and latency RAM! Effectively in asking what do you gain by getting high speed low latency RAM!

That's why i asked, 20 bucks is a big difference if you're on a budget. Still at 169 it might be worth considering.
Well, if you're looking for a cheap monitor, generally you want:

1080p
~24"+
LED
2ms response time

This is the cheapest that fulfills all of those requirements.

So I finally picked out a laptop and bought it today. It's got a dual core 2.1GHz Pentium, 4GB DDR3 RAM(at 1066), 320GB HDD, a 15.6inch screen, and Windows 7. Got it for $317(including tax), plus a $50 warranty. How'd I do?

It's integrated. Most laptops at that price probably won't have a discrete card, and if they do, it's probably computer -blam!-.

Also, I can upgrade to Windows 8 Pro for $15, should I go for it? I mean, it's not like I'm really losing much.

Do I need to worry about static electricity when messing with PC components? The first I'd heard of it was today, after taking a graphics card out of the bag, then reading the instructions telling me that static electricity will balls it up :/

I've heard people say to touch radiators or the PC case frequently to discharge the electricity. What do?

Yeah, do what people tell you about that.

When I built my computer I just worked on a hard wood floor. I touched the case occasionally. Just stay away from carpets while you're working or anything that could cause static build up, especially if you live in a dry environment, and you'll be fine.

So long as you don't start sparking, you'll more than likely be just fine. The other week a bunch of my friends and I assembled a computer together. I can't tell you how many hands those parts went through and it worked perfectly fine in the end (in other words, the parts can take a bit of a risky environment).

So....i'll be selling off my laptop (Asus G73SW - the newer version) sooner or later and use that money to go towards my computer build.

Now, I don't want to sell it online, because I only like to sell through Amazon, and Amazon takes away some of your commission. So i'll probably just take my laptop into a few pawn shops and get it valued.

So, I may be able to "sweet talk" them so to say into them giving me more money for my laptop. The most I can get is $1300-$1400. The bare minimal I can get is $800 something.

I better start honing my speech skills....
