This is what you should be aiming for at a low budget price, or this on a normal budget.

Well, how do I tell you? The info of my desktop and video card and such?
Processor- Intel Core i7-3770 CPU @ 3.40GHz, 3401 Mhz, 4 cores, 8 logical processors
Memory- 12.0 GB RAM
Vid Card Name- NVIDIA GeForce GT 640, Memory- 4045MB
Hard Drive Space- 1.57 TB available
Dx- DirectX 11
OS- Windows 7

How much HZ is your monitor?
It also, let's say you get 120 FPS in Skyrim, but the refresh rate of the Monitor is only 60, this will cause screen tearing.
I think in Skyrim's case V-Sync is on by default for people that play on Ultra, but whatever.
Just tell use your monitor's refresh rate.
It's 60HZ. But I suspect that the monitor is not as "strong" as it used to be (it's approximately 7-8 years old).
