Hey, this might sound silly, but could my mouse have anything to do with my stuttering problem?
I use a wireless mouse without a pad :/Can you relink the video? The mouse and the lack of mouse pad could both be causing problems. If you give me a budget, I can tell you what to get. High-end mice would include the SteelSeries Sensei with a SteelSeries 9HD mouse mat.

The biggest complaints in Windows 8 are the lack of start menuStart8, by the same people who made Fences 2.0.

The Asus VH236H is the monitor that was used in MLG for a long period of time, although I think they recently switched to BenQ. Nonetheless, it's a fantastic monitor. Everyone I know who PC games has one, and loves it.
Linky. It's a good monitor, but it's also a 60 Hz budget monitor. If he wants a good one, BenQ is the best for 120 Hz monitors, which provide a much more competitive edge. They're also $400 entry level, so you'd have to keep that in mind.

Is a sound card necessary? Never included it in any possible builds... Why would I get one?Motherboards have built in sound cards (some better than others) so they aren't necessary. If you have a soundcard then it will make everything through your headphones sound much better.
Fluffy owns the best or one of the best soundcards on the market, so he'd be better to answer. The best, actually ;)
Here's the run-down. Soundcards are a type of Digital-to-Analog Converter (DAC). They take the ones and zeroes sent by the CPU and turn it into information that the headphones or speakers can read and in response vibrate the drivers accordingly. Lower quality DAC's will sent incorrect, extra, or missing 1's and 0's, resulting in low quality audio. The soundcard alleviates this task from your southbridge, which will instantly give you a 3-5 FPS increase in all games. It's not much, but every bit counts.
Now, as I mentioned above, the headset or speakers have to be able to produce the information sent to it. If it's low-quality (think Logitech or Bose speakers), then it can't keep up with the audio and will distort it, giving you no benefit other than the FPS increase. Likewise, higher volumes lead to higher voltages and increased distortion. An amp helps to resolve this problem, and the ASUS Xonar Essence STX that I have has a built-in headphone amp. The speakers do not require an amp because they (if they are active) are powered by a wall outlet. If you have passive speakers like Salty (no power, connected by speaker cable, similar to tower speakers used with televisions), they require an external dedicated amp, although you'll most likely never own a pair of passive speakers.
So if you want a soundcard, you should look at the ASUS Xonar DGX for a low-end, or the Essence STX for a high-end setup. For headphones, you would want Sennheiser, Audio Technica, Beyerdynamic, or something similar to that. Headphones would provide a much better gaming experience due to the soundstage. Audiophilia is a whole different semi-sector of the computer-building world, and requires a lot of research before you purchase anything. If you want to know more, I can type out more later.
