In most games it won't make a difference. GTA does not require a quad-core, but performs poorly without one. The CPU is tasked with controlling each of the individual NPC's, and because there are a ton more NPC's in GTA as opposed to games like Metro or BF3, the dual core acts as a bottleneck in addition to the GPU.
Of course, you can reduce the population density and be able to play just fine, as this is one of very few games, other than a few RTS's like Rome: Total War or Shogun. Heck, even Crysis only requires an Intel Core Duo to run at max, provided you have a good enough graphics card.
Because you already have a 7850, which is pretty decent for gaming, you could always save up an extra $100 and get an i5 3570k. It would also give you increased performance while streaming or recording games and while using Photoshop or Sony Vegas-like programs. It isn't required, but you'll definitely be able to tell a difference.

So I can just plug the Optical Drive into the Sata2 right? It isn't worth plugging it into the Sata3?
But I should plug the HDD into the Sata3, correct?Just as a little nit-picky thing, Sata2 =/= Sata II. Sata3 = Sata II.
HDD's will never run at Sata6 speeds, so it doesn't really matter which one you plug it into. I suggest plugging the HDD into the Sata6 port and the optical into the Sata3 port just in case you add an SSD later, but don't want to rework the cables.
