Ive noticed this. Everytime the covenant find some kind of forerunner installation they almost always release some kind of ancient alien evil/threat to the galaxy. They released a flood army from containment on Installation 04 and allowed a proto-gravemind to form. The heretic covies released flood from the forerunner labs they have to have done it no one else who could release them was there. The covenant discovered the flood on installation 05 and despite past experience they decide to tamper with things they arent supposed to and then the flood run wild, take over their ships and escape, unleashing a gravemind into the galaxy and giving them a fleet while they were at it.

And I can bet that this faction of covenant that found the chief in halo 4, will free this new enemy and will be at fault for putting the galaxy in peril once again. So how can an advanced alien alliance be this stupid?

I guess that one's mirandas fault but why did they decide to go to installation 05 knowing from past experience and with 343GS knowledge that there are flood on the rings? Why couldnt they try to check if the ring is infested or not?

The energy shield on Installation 05 prevented The Flood from escaping the ring on to other worlds.

Unfortunately, the Index could only be retrieved with the shield down and that's what we did as The Arbiter in Halo 2. This caused The Flood to escape the ring via the In Amber Clad.

Because the Covenant has an ongoing search for Forerunner technology without fully understanding what they're dealing with (apart from Truth at least).

So because they're constantly digging into Forerunner structures they're bound to find Flood who seem to be hiding in almost every significant Forerunner structure imaginable.

Add to that: Humanity only openly knows about the Flood for a few months or so at the time of Halo 2/ODST/3 (although with the Mona Lisa story and Halo Wars I suspect ONI has some intel on them for a good 20 years) and was in an underdog position against the Covenant. They could care less about digging for Forerunner technology (which they also just discovered in a way) whereas the Covenant had been doing that for decennia and more than often combined their anti-Humanity war with Forerunner research.
