When the rules changed last year, I was given the impression that threads like this one were allowed in the rules.

Have the rules tightened up again without our notice? Because if they have, it would be good to maybe tell us this. It's hard to follow rules that we aren't aware of.

It seems like those threads, while maybe not providing us with something to discuss, do give us ways to share interesting or fun things. Which is what a social network (yes) is supposed to be for.

Let me ask you this (I think important) question: What harm do these threads cause?

That's referring to the site as a whole, not the forum. The forum is made for discussion.

I think the problem with those threads is that there can be too many of them, if there was just one thread for sharing desktop backgrounds it would be fine, but every few days someone makes a new one

It's harmless enough, but Foman is right. It also becomes pretty pointless. The key rule is this one:New threads should encourage a discussion among the community; please be mindful of that when you create threads.
