At the end of halo 2 the arbiter sides with the humans, this doesn't mean the entire covenant are on the humans side. So, if the arbiter is on our side how much influence does he have in halo 3 as far as ships and manpower goes? maybe the big fleet in the trailer is under the arbiters controle... but i dout that

there is no doubt in my mind that at least the elites aligned with the arbiter will join with the human cause because it is obvious in the messages from around the galaxy thingy that the elites wanted to let the humans into the covanent of races and it was mainly the prophets who disliked the humans and now since the prophets have betrayed the elites, they will join the humans to get some form of revenge against them.
