By definition the multiplayer is competitive as players are competing to outdo each other.
However there are so many added factors which detract from the basics of Halo or instances of randomness that the value of the default game as a good competitive Halo title is low. Yes, there is still a skill gap but it's a lot smaller than it could be which is what alienates a lot of competitive players.
EDIT: Incidentally this does make me wonder how any player who willingly plays a PvP mode frequently can't refer to themselves as competitive. Subconsciously the vast majority of people are playing such modes because they want to somehow measure themselves against others.
That said there's no reason said players can't also play casually; I don't see why it's not possible to be casually competitive.
Likewise I don't full understand why the term "competitive" is frequently used to simply label a good player. Even a "hardcore-competitive" player could be pretty bad at the game but fill that niche so long as they have a good understanding of the game's mechanics and how they interact with each other and play to win.
So essentially the way I see it is that the overwhelming majority of players are "competitive", many of those players also play "casually", some have a "hardcore" understanding of the game, and all of them have players which fall under their labels who are simply good and bad at the game. However the definitions of good and bad within each sub-category may differ slightly, but typically there will be players who are universally recognisable as both good and bad in any of those categories.
