If you read Glasslands it explains that some Covenant still worship the Forerunners and wish to fight.

Wouldn't everyone else besides them be the "heretics"?

Halo 2 > Halo 3 > Halo 3 ODST > Halo Reach > Halo CE

Based on campaigns.

Then the Sangheili must be more stupid than I thought.

They were basically shown without a shadow of a doubt that their religion was false. If these remnants aren't a well equipped privateer force I'm gonna be pissed.

Only some elites, such as the arbiter, accepted it was false. A lot of elites allied with the humans just to get revenge on the brutes and the prophets. They were still deeply religious

Straight from the wandering mind of Watson 203

There's a big difference between revering the Forerunners and believing in the Great Journey.
The Journey was proved as false, which I'd imagine most Sangheili saw. However, the Forerunners technological prowess still stands so I can see some Sangheili still worshipping them as higher beings, because, well they were.
I imagine the reason these Sangheili wish to fight humanity is because John 117 destroyed Installation 04 and ONI are complete arseholes about taking Forerunner tech and dismantling/using it, although, that's pretty much what the Covenant did.

"Your kind never believed in the promise of the Sacred Rings" - Truth, Halo 3.

The Elites were changing. Many were probably closet non-religious, and most were probably lacking strong conviction of any sort, perhaps even going through doubt. Well, at least that's what Bungie hinted at anyway.
