Master Builder. Also, his symbol at the end, I don't think it was the Didact's symbol because his was slightly different and critically the symbol flipped, suggesting anti something, so Anti-Didact= Faber. Assumption. Command center of sorts.

Disintegrating enemies
Probably because of three reasons:
1. Light/Hard Light weaponary. If it reaches flesh, or manages to penetrate a system's defenses such as Mjolnir armor, the heat and energy causes the effect, turning them into little pieces of paper.
2. The enemies disintegrate by design, either power overload (since they aren't 100% biological) after damage, of intentional self destruction to prevent capture and examination. Spartan's have been observed doing this, and I believe the enemies do this even when killed with human weaponry, so they are multiple reasons.
3. Teleporting maybe? If they get damaged enough they teleport with that effect for repair?

Again, my assumption.

Skull
Forerunners, Master of Hard Light manipulation, created the skull underneath his head to intimidate the Chief. It isn't part of his design, just something to spook people.

Assumption.

Chief's VISR + Weaponry Knowledge
1. Forerunner weapons uploading their knowledge to their users.
2. Assembles itself into his hand, his thought fires it?
3. Cortana
Assumption.

Any unexplained phenomena (not story of UNSC Infinity or Covenant) please point out if I have missed it.

Ball:

Yes it might be the Master Builder after all. I've already discussed the possibility along with a lot of others who have read the books. He's clearly the evil one that is depicted throughout the Forerunner Novels. The Didact was never portrayed as evil but rather as one who shows regret towards his past with humanity.

Disintegrating enemies:

1) The Forerunners are powerful people. They create technology that is well beyond our comprehension. The only reason why humans can reverse-engineer their tech is cuz they've had relations with the Forerunners hundreds of millenia prior to 2557. Also because the human race was once on par technologically and intelligently with the Forerunners until they ended up with a two-sided war that they surprisingly lasted through before surrendering to the Forerunners after driving the Flood out of the galaxy.

2) Nope doesn't make much sense. A Promethean Knight vaporized an Elite and it roared in pain. But yes its still plausible as the Chief gunned one down with a human weapon and it still kinda disintegrated maybe to prevent reverse-engineering.

3) Maybe but I don't see any reason why they need an Elite.

Skull:

Not sure. I always thought the skulls used to be Forerunner Warrior-Servants but then 343i suddenly intervened and claimed they were constructs (aka AI). I guess we'll find out more in the coming months

Chief's VISR + Weaponry Knowledge

1. Forerunner weapons are pretty clear-cut. You hold the grip and pull the trigger

2. Theres a trigger

3. Cortana's experience in Installation 04's control center and temporary capture by the Gravemind did enlighten her by the various technology the Forerunners possessed which may explain why she recognized the design although orange wasn't a familiar color in the last 3 games.

Also the VISR. Cortana clearly said that she was switching to VISR mode but a 343i representative contradicted her statement by saying that it was Promethean Vision. Possibly the new-generation VISR is reverse-engineered from Promethean Vision as well.

If I remember she only says "switching visor mode," not "switching to VISR mode."
