The new alien seen in the documentry (If it is an alien) looks like an elite close to teh appearance to teh arbiter, upgraded arbiter armour? and it would make sense why they are in a line because there could be multiple render ideas and one would be chosen.

You could be right but do you remember on Cairo Station those jetpack elites? Well they look like a mixture of them and the arbiter, those jetpack elites have short necks I think.

Dude, elites are all the same physiologically. They just have different equipment. The Rangers (the "jet-pack elites") had the same neck length as any other, but a different hemlet.

Ah, its just the apearance, might just be the angels I see them on, anyway im pretty confident they are a new type of elite, it just seems fitting.

P.S. Did anyone consider they could be some kind of walking vehicle???

I'll address things in reverse
There was a walking vehicle in Halo 2. It was called the Scarab. You destroy one as the Master Chief and you defend one as the Arbiter.
The only feature of the supposed "new aliens" (if they are a modification of an elite, grunt, or any current species, that disqualifies them as "new") that resembles an elite is the humanoid form. Aside from that, the stature, build, and skin/fur of the creature point more towards a Brute or Grunt with a Ranger-esque suit, or a new species entirely. By "pretty confident" you must have meant "way off base." That sounds more like what you were going for. Just my opinion.

Ah just seen the picture and THAT my friends is a grunt.

Looks like a hunched brute with long neck (grunt, cannot be anything else) The shape of the hunch and arms supports this.
