He's talking about the Maginot Line, the segregation of worlds that were safe from the Flood from those that weren't. Earth was one of the planets that wasn't safe, thus the Didact is asking for her to rejoin his fleets where they can keep her safe within the Maginot Line.

Could be in the Halo Bible. They were the ones who made the Halo 3 Legendary Ending.

He wouldn't need fleets to keep her safe inside Requiem, would he? Maybe he'd have a few ships inside, but the majority would still be outside holding back the Flood.
