I just want you to know that rocks aren't people.

Wow, learn how to read an entire post. I said that I never quit, unless I am getting cheated. Here, I'll make my statement more specific, so you can understand it without reading my entire post: Quitting is fine in certain circumstances, and it is nowhere near being a huge problem as is cheating.
If you care about your ranks, then you should get some friends and play with a party, and if you don't, you can play by yourself, accepting the potential risk of quitters. It's not really that big of a deal.
People quit for too many reasons to count, and are often not in control of whether they quit or not. Sometimes they quit because they feel like it, but 5 minutes isn't going to change there mind about it. Most delevelers stay most of the game, and if they don't, you have a chance to win. If they do, than this suggestion won't really work anyway, since they won't be penalized for staying.
I'm not so sure that I agree that cheating is a bigger problem than quitting. I am only a 26 so I may not end up in the 30-50 range where all of the cheaters may be, but I have only run into cheaters at most 20 times since I have been playing for the last year and a half. But I have people quit at least one out of every three games either on my team or the other team. Also, I am assuming that Bungie will have learned from Halo 2 and will have better ways of banning cheaters.
And the argument about bring in friends with you to game types does not really work. I rarely have more than one or two friends online at the same time. In fact, most of the time I play, I have none of my friends online. So, unless I want to play head to head (which you can tell how popular that was) I am kind of out of luck for going in with a full party. This is probably the case for a large chunk of the Halo 2 players right now. You cannot alienate those who do not go in with others in their party.
I am assuming that Halo 3 will be able to detect delevelers that do lots of suicides or teamkilling. If that is the case, then their only options left are to just run around not shooting or quit. This would make it so that all they could do is run around the entire game doing nothing, which would probably bore the heck out of them anyways.
To be honest, I consider quitters to be cheaters. Unless they have a good reason, they are cheaters in my mind. An honestly, if this was implimented for Halo 2 I would be much happier. Having to sit out one game every once in a while is alot better than having almost a majority of my games being one sided.
I guess I have just started rambling on now...
BTW, I apologize for misreading your earlier post and said that you are a quitter.
