Is that High Charity in the center? If not then what is it?

I'm pretty sure that's a planet/planetoid that the ark uses for materials for constructing the replacement installation.

This. The Ark used that planet for resources in order to build new Halos. Things like, gases, metals, soil. All the things necessary to properly make a habitable environment.

If you are on the final level of Halo 3, you can quite clearly see Strato-sentinals and other forerunner mining constructs stripping away at the moon, I love Halo's skyboxes.
