I have beat CEA on Legendary with a few skulls (not bandana), but it just never hooked me like H2.That may be why it does not appeal to you. The skulls in Anniversary are inferior to H2's and even H3's skulls.
The real way to have fun in CE is to limit your options, extend your battles, be creative. No vehicles, no sniper, no rocket launcher, stickies only on vehicles, let some AI live, prioritize in another order, victimize your enemies, no meleeing enemies to death, etc.
No other Halo game, except perhaps H2, let's you customize your experience like this and live. They punish you for trying to be creative. They punish you for trying to play the game by your own rules. Most notably Reach.
Anyways, I prefer H2 LASO. It gives me the power to bring battles to the enemy. Black Eye, Sputnik, Envy, Armory + glitches = creative challenge
The AI will know but it is still possible to outsmart them.
Also, if you're interested in large numbers, want to know how to do this? Without the extra stuff (weapon cache, friendly AI, blockades), it's very simple.

CE difficulty is a skillful art.
H3 & Reach difficulty is long range & cover tactics.They are... mutually exclusive?In some circumstances, no. But there is a luck factor pervading over the latter. When you have things like Banshee cowling debris and AI moving scenery items around or AI drivers given freedom instead of a strict path, there are a lot of things that can go wrong.
The new innovative things don't get the chance to shine. You see Reach Grunts often doing this small hop animation or Reach troopers tossing a grenade while behind cover but that can be overlooked by the luck factor, such as when Wraith pilots fire at targets behind them or from huge distances with scenery blocking their view.
