No, just no. Both Jiralhanae and Sangheili promotion systems rely on the individual getting as much kills as possible in order to raise through ranks. That in mind, Thel most likely has slaughtered thousands or tens of thousands of enemies himself to achieve his rank of Supreme Commander.
Edit: Not Fleet Master, Supreme Commander.Ah. I knew it wasn't Fleet Master... I couldn't remember the name :P
But where does it say that one rises through the ranks by getting kills? I'm pretty sure that might be how it goes for Brutes, but for the 'leets I thought it was more like humans? Kind of a way to show how they were more advanced than us.
In any case, I'd say they probably live a tad longer than humans, maybe 130-140.
